Centres, Fullback or Halfback.
Centres for general purpose turnovers; Fullback for turnovers after failed line breaks; Halfback for being another loose forward.

Re: High technique backs
I'm unsure about halfbacks. They certainly act as a forward on attack and defense but don't seem to do much in the ruck.
P - remember back to Sambo's rebellious player (can't remember his name) we used in our U20 campaign. He barely gave away any penalties but didn't win many turnovers either.

Re: High technique backs
From what I've seen halfbacks with good tech are useful and at centre. Wings as well if you like drift defence!
Got to have good strength to compliment the tech.
Think it was Tanginoa you're talking about?

Re: High technique backs
Yep it was Ro'onui Tanginoa.
I've always thought high tech in wings would be beneficial because they lurk out wide away from the forwards, but I have no evidence that this is true.

Re: High technique backs
If someone is horribly bored and has way too much time on their hands, maybe they could take a look at how Quentin Porcher did for the All Blacks back in the day. He started off as a number 8 then moved to the backline IIRC so he had massive strength + tech

Re: High technique backs
I actually have all that data that can be broken down by position for each player pretty easily. See below. Porcher played most of his games 11 to 15. He had one game at 1, one at 7, and one at 9. What you see in the table below is a breakdown of Porcher's turnover/penalty stats followed by the average turnover/penalty stats that someone starting in that position normally receives (for the New Zealand NT team)
(To remind yourself of Porcher's untrainables)
